The National Highway Network Planning (2013-2030) was released
In May 2013, the State Council approved the National Highway Network Plan (2013-2030). According to the plan, the national highway network is planned to have a total scale of 401000 km, which is composed of two road network levels: ordinary national highways and national highways. The general national highway network consists of 12 capital radiation lines, 47 north-south vertical lines, 60 east-west horizontal lines and 81 connecting lines, with a total scale of 265000 km. The national expressway network is composed of 7 capital radiation lines, 11 north-south buses, 18 east-west horizontal lines, as well as regional loop lines, parallel lines, connecting lines, etc., with a length of about 118000 km, and a planned long-term outlook line of about 18000 km.
The speed of highway construction is related to the economic development of our country. Only with the support of a perfect highway transportation system can the economic development of our country develop faster. In recent years, there is still a big gap in highway construction in China, and there is still a lot of room for development. At the same time, with the development of highway construction in various regions, the demand for construction machinery and equipment and their supporting parts is bound to increase greatly. In addition, according to statistics, as of the end of 2012, China has 173000 kilometers of national trunk highways open to traffic, and the 173000 highways need maintenance and repair, and the national investment in highway maintenance and repair is also increasing, which will undoubtedly provide broad development space for maintenance machinery.
On the whole, China's highway construction and maintenance work is in the ascendant, with huge business opportunities, and the construction machinery market will become a sustainable development hotspot.
Opinions on Reforming the Railway Investment and Financing System and Accelerating Railway Construction
On the afternoon of August 19, the Chinese government released the Opinions of the State Council on Reforming the Railway Investment and Financing System and Accelerating Railway Construction. The Opinions pointed out that in order to solve the problems of insufficient capital and heavy interest burden of China Railway Corporation's construction projects, the central government will implement transitional subsidies to China Railway Corporation in 2013 and the next two years, taking into account the public welfare factors of railway transportation.
According to the Opinions, in the face of the new situation and new requirements of railway development, considering the conditions of railway construction project reserve, preliminary work and construction force, we should accelerate the construction of the "12th Five Year Plan" railway, strive to overfulfil the 2013 investment plan, and earnestly make construction arrangements for the next two years. Give priority to the construction of railways and related facilities in the central and western regions and poor areas, vigorously promote poverty alleviation, promote coordinated regional development, actively and steadily promote urbanization, and comply with the urgent expectations of the people to improve production and living conditions and increase income.
The Opinions put forward specific requirements from six aspects: promoting the reform of the railway investment and financing system, raising construction funds in multiple ways and channels, constantly improving the railway tariff mechanism, establishing institutional arrangements for railway public welfare policy based transportation subsidies, increasing efforts to revitalize railway land resources, strengthening enterprise operation and management to improve the level of asset returns, and accelerating the early work of the project to form a resultant force for railway construction.
According to the requirements of the "Twelfth Five Year Plan" for railway construction, by 2015, the operating mileage of national railways will reach 120000 km, while in 2012, the railway mileage will only reach 98000 km. With the 5300 km planned to be added this year, the remaining two years will require more than 8300 km completed annually to meet the planning requirements. The State Council timely launched the Opinions against the background of the current shortage of investment funds for railway infrastructure and the obvious slowdown of the construction speed. Its main purpose is to successfully complete the "Twelfth Five Year" railway construction master plan. The rapid promotion of railway construction will increase the market of construction machinery and related industries and drive their rapid development.
