The National Highway Network Plan (2013-2030) was issued
In May 2013, The State Council approved the National Highway Network Plan (2013-2030). According to the plan, the national highway network is planned to have a total scale of 401,000 kilometers, consisting of two network levels: ordinary national roads and national expressways. The general national highway network consists of 12 capital radiation lines, 47 North-South longitudinal lines, 60 east-west horizontal lines and 81 connecting lines, with a total scale of 265,000 kilometers. The national expressway network consists of 7 capital lines, 11 north-south buses, 18 east-west lines, regional loop lines, parallel lines, and connecting lines, covering about 118,000 kilometers. In addition, the planned long-term prospect lines cover about 18,000 kilometers.
The speed of highway construction relates to the economic development of our country, only the support of the perfect highway transportation system, the development of our economy can develop faster. But in recent years, there is still a great gap in highway construction, and there is still a lot of room for development. At the same time, with the development of highway construction around the country, the demand for construction machinery and equipment and its accessories will increase. In addition, according to statistics, by the end of 2012, China had 173,000 kilometers of state-level trunk highways open to traffic, of which 173,000 highways need to be maintained and repaired, and the state's investment in highway maintenance and repair is also increasing, which will undoubtedly provide a broad space for the development of maintenance machinery.
On the whole, the highway construction and highway maintenance of our country is in the progress and contains great business opportunities. The construction machinery market will certainly become a continuous development hotspot.
Opinions on Reforming the Railway Investment and Financing System and Speeding up Railway Construction were released
On the afternoon of August 19, the Chinese government website published the Opinions of The State Council on reforming the railway investment and financing system and speeding up railway construction. According to the guideline, the central government will provide transitional subsidies to China Railway Corporation in 2013 and the next two years, considering the public welfare of railway transportation, in order to solve problems such as insufficient capital and heavy interest burden for China Railway Corporation's construction projects.
'In the face of the new situation and requirements of railway development, considering the reserve of railway construction projects, preliminary work and construction strength, we should speed up the railway construction during the 12th Five-Year Plan, strive to exceed the 2013 investment plan, and do a good job in the next two years of construction arrangements,' the opinion said. We will give priority to the construction of railways and related facilities in the central and western regions and poor areas, vigorously promote poverty alleviation, promote balanced development among regions, actively yet prudently advance urbanization, and meet the people's urgent desire to improve working and living conditions and increase incomes.
The Opinions put forward specific requirements from six aspects: promoting the reform of railway investment and financing system, raising construction funds through various means and channels, constantly improving the railway freight rate mechanism, establishing the system arrangement of public welfare and policy-based railway transport subsidies, intensifying efforts to revitalize railway land resources, strengthening enterprise operation and management to improve the income level of assets, and accelerating the project preliminary work to form joint forces in railway construction.
According to the 12th Five-Year Plan for railway construction, by 2015, China's railway operating length will reach 120,000 km, while in 2012, the railway length only reached 98,000 km. With 5,300 km planned to be added this year, more than 8,300 km will need to be completed annually in the remaining two years to meet the planning requirements. The State Council issued the Opinions in a timely manner against the background of the current capital shortage in railway infrastructure investment and the obvious slowdown in the construction speed. The main purpose of the opinions is to successfully complete the "12th Five-Year" railway construction master plan. The rapid development of railway construction will increase the market of construction machinery and related industries and promote its rapid development.
